Directive 10-289 is the final step in of a government power grab in Ayn Rand's classic Atlas Shrugged, a novel based on the central idea that personal freedom and economic productivity go hand in hand.

Facing a crumbling economy, the government in the name of "improving things for the people", passes a set of rules to stabilize and improve the economy.  These rules work to promote national economic stability by limiting annoying capitalist disruptions such as employees' quitting to find better jobs, and employers firing underperforming employees to improve their business.  Further the government seeks to prevent the hoarding of intellectual capital and thus insists that it must take ownership of all patents to maximize their value to society.

Predictably the program ends in disaster as the most productive members of society decide to quit working and go on strike - ultimately leading to economic chaos throughout the country.

I read Rand's "Atlas Shrugged" as a teenager, and considered it almost SF/Fantasy--this would never happen to us.  Instead I see PO (how is that pronounced poe...poo?) following what the statists-err Progressives-in that book did.  A long, tedious, but extremely important book for our times:  Atlas Shrungged by Ayn Rand.  I would also suggest The Fountanhead for those that want a slightly less intense read, but when that makes you think more clearly the importance of the individual vs society.

Atlas Shrugged is a must read for everyone, especially teenagers. It is never too late for anyone to read it though, which will enrich their life forever.

Few of us are Dagny Taggarts, Hank Reardon's, or John Galt's--most of us are Eddie's!  Just plain old good, basic folks.  We just want to work honorably, supporting ourselves and our families-and we want to make our own way and our own decisions in our life.  We don't want others making our life decisions for us.  We don't want the government forcing us to work for them-we don't want the fruits of our own labors stolen from us by the government.
